An enumeration, not an estimate or a projection. Three district-years are absent because no census was taken: Assam 1981, Jammu & Kashmir 1991, and Senapati (Manipur) 2001, whose three sub-divisions had their results cancelled. Those must read 'not enumerated' and never zero. State figures are the census's own state rows, so they are on the state as it stood at that census; Telangana, created in 2014, has no series before 2011.

The count is of DISTINCT registration certificates in the extract: 6.60% of the extract's rows repeat another row of the same district exactly (same pincode, date, name, address and activity list) and are counted once, because the repeats are an artefact of the pull's offset paging (99.9% of duplicate groups span more than one page) and the scheme allows an enterprise only one registration. IT IS A LOWER BOUND, NOT THE REGISTER'S SIZE: the extract carries no rows at all for 75 calendar days of 2024 and 106 of 2025, so every enterprise that registered on one of those days is missing from this count, and it must never be quoted against the ministry's own published registration totals.
